Memorandum by the Director of Public Works.

The block of buildings affected by the pro-

-posed resumption is situated immediately to the South of the

block in which a considerable scheme of resumption has just

been carried out and is regarded as one of the most insanitary

in the City of Victoria. It measures about 270 feet by 185 feet

and is surrounded on three sides by streets of about 25 feet in

width, fronting on which houses of not less than 3 stories in

height have been built.

There is a great difference in level between

the streets on the North and South sides of the block, amounting

to some 40 feet, and consequently houses fronting on the upper

street, that on the South side tower high above those front-

-ing on the lower street, that on the North side.

The area enclosed by the houses above referred

to has been closely covered with other houses, of at least 3

stories in height, which are approached by three narrow lanes

of about 8, 15 and 11 feet in width respectively. To make mat-

-ters worse, the ends of all the lanes have been built over

thus leaving only comparatively small openings through which

the people can gain access to their dwellings. Being built

back-to-back with each other or with the enclosing rows of

houses, it is almost impossible for light and air to penetrate
